Every single one of those will take about a decade in court battles to get passed (at a federal level). It could be quicker if you figure out how to introduce legislature on a state-level, but that is an incredibly volatile strategy (every state's billionaires will fight against it). Many, if not all, will lose out unless you strategize grass-roots movements for every single one of those issues. People love cops. People love blaming poor people. People love blaming others on their problems. No legislature of yours will fix that, so you also need to fix societal issues.
Just saying, this is what people say when they talk about idealism over pragmatism. It's great to have big ideas, but you need exponentially larger ideas on strategizing to prevent those ideas from failing. None of this will happen overnight unless something revolutionary happens, and Democrats don't want that---they will fight against radical change, it goes against the party's entire ideology. Measured, temperate, incremental change is the policy of the Democrats. These are incredibly radical ideas to the normal voting population and you have to convince them, not us autists on lemmy, that they are worth spending time and energy on instead of putting food on the table or stressing out on bills.
They're all great ideas that should work in theory and probably would in practice in many ways, but having good ideas isn't what gets votes. Having a plan all while appealing to low information voters (absolutely necessary, and is what destroys this world at the moment unfortunately and no new law will fix that) is the name of the game.

There is quite a bit of business relocation that happens because companies are lured to different locales through tax abatements.

On the people side, the ones who would do it are already doing it: for example rich people who go live in Monaco 6 months a year to have residence there. The one's who aren't doing it and simply bitch and moan about it seldom tend to start doing it because they prefer the lifestyle of being were they are rather than the "live in your yacht of the coast of Monaco".
As for businesses, they only ever do it when they can still keep operating with the same advantages in their original markets whilst paying all taxes elsewhere that is cheaper. In regimes were taxation isn't actually based on "place of sale" but instead on HQ location, the move their HQs to reduce the tax they pay but they don't actually move their businesses. Such moves indicate that tax legislation is actually not taxing the doing business (i.e. their actual selling) but something else and thus need fixing.
It's incredibly rare for a business to actually stop selling altogether in a country merely for tax reasons - instead what you see is them trying to use accounting loopholes to move their tax residence elsewhere.

I pay less than $1,000 a month in rent and utilities in the midwest. I work fully remotely and could afford NYC, but moving there would cost me more than 3x as much to live. Even though I hate midwest suburbia so much, I plug in that $2,000/month into an investment calculator and it feels impossible to move. It's the difference between maybe retiring at 65 and retiring at 50

I wasn't going to keep on paying through my taxes the pensions of the kind of people who detested me simply because of where I was born (the proportion of Leave votes was much higher amongst older Britons).
Also a hard-nosed analysis of the whole thing yielded the conclusion that Brexit would significantly accelerate the downwards spiral of the UK.
It's thanks to such hard-noses analisys that most of my savings were protected from being hit by the fall in the British Pound when the Referendum vote yielded a Leave as result and in the subsequent years - I "smelled the wind" even before the vote and moved most of my money and assets out of the UK and the Pound in preparation for a "Leave" result.
Decoupling from the UK, including leaving the country, were some of my best decisions ever, as I keep getting reminded periodically everytime there are news of the UK government doing yet another highly authoritarian action (I don't even follow their Economy anymore)

An analysis isn't really going to work without a lot of extra information. People don't just leave overnight because if they own property, which is the claim here, then they have to find someone to buy it. And as other people start leaving property values would plummet so then there would be less incentive for more people to leave.
And to begin with, really poor people have incredible difficulty moving in general, because they don't have extra money saved up to pay for a truck or to get a new apartment or to take time off of work to deal with all of that or to even apply for jobs in distant locations.
So let's move on to middle class renters. What about them, would they leave? But if somehow they did, that, would I think make room for a lot of other people to move into the city. As you know, many people commute from New Jersey and dislike it on account of the fact that they have to live in New Jersey and if they could move into the city they would probably do so. And then there's all of the other people who don't currently live in or near New York who are hearing about this person who might make the city an amazing place, from their point of view, and if they can get in on it then they're going to.
So I don't see the population significantly declining even if you somehow had people moving in and out at record numbers, and even that doesn't seem like it makes sense.
Wikipedia say NY has 8.4m population in 2024. Easiest math, 1 in 8 can choose to leave. A little more detail, of those 1-in-8, they may or may not be politically motivated to relocate.

Incredibly hard. I have 2 dogs, 40 years worth of shit(it's mostly shit). We moved to Taiwan which had major implications on bringing in animals since there's no rabies here. I had three cars, two motorcycles and two homes that I owned. We ended up selling one of the house and rented the other one out so one day we can come back.
During this time, I had a 2 year old. Asian hate was very strong and people were getting attacked for just existing. We saw the writing on the wall and decided that this was a good time to make our exit.
America progressively got worse after that. I think we made the right decision.

That's just geographical politics. People raised in urban environments slant leftist because they are exposed to people living in preventable suffering and see how small acts at community level can meaningful improvements to the lives of less fortunate.
On the other side you have people raised in rural environments who either don't regularly see the less fortunate suffering, or if they do it's presented as self inflicted. The people suffering are lazy, unmotivated or just careless and splurge on recreation rather than requirements. Shows of wealth are common and celebrated while any form of charity is not targeted at local impoverished but rather somewhere abroad where no is going to see the result (all to often so it can be taken out of view and embezzled.) So youth raised in these environments slant right because they are being taught that anyone who works hard and commits themselves to living properly will get ahead, when the reality is everyone who is getting ahead is well connected and the hardest workers in the community are often the exploited working class who struggle to put meals on the table for their families.
