The current status of undocumented workers is by design: they are underpaid, disempowered and vulnerable. If they try to form unions, they can be deported at no cost to the exploitative scumbags who hire them. If the employer wants to get away with a bit of wage theft, they just have to call la migra. Any future arrangement will replicate this situation, possibly with even more precariousness for the immigrants.
Slave labor ... this is the goal ... bring people in on the strictest terms, make vague promises to them about citizenship if they keep working ... then make them work for a lifetime with no benefits, no protection, little pay (or even no pay), owners can be free to treat them as they like, no one is punished for abusing them, label them as less than human.
I know it sounds harsh, but I hope they don't come back. If they get treated like this once and then get the "opportunity" to come back on a provisional basis what's going to stop this administration from making camps where they are allowed to live only to work on a farm with no time off? What about the off seasons? Do they still get to stay? The ones who've left are the lucky ones. If history has taught us anything is that deporting en mass is just the first step. If nothing causes a major change in leadership, well, it's been a good run. Hopefully, from the ashes rises something better.

There's probably some loophole shenanigans around oversight for basic human rights by having the prison, itself, be an entity of another country entirely. Probably some law written in the 18th century. Americans wouldn't stand for the level of suffering these people are about to endure...so they want to make sure American's don't see it.
