We treat these professions as a public cost that drags the economy with debt and taxes. By contrast, ICE and the National Guard are always somehow paid for with free money.

The problem is the local yokels outside the city don’t see this as a good point, but as him being a sniveling fool who needs a Real Man like Trump to run his city. And that’s because they have a very different worldview.
Most same people, like us, see being bad or good as something you do, and as such, with proper care and help and education you can do better.
They, on the other hand, see bad and good as something you are, a sort of fundamental birth stat that can never change. To our eyes int the UK, I think many see this as it is. A completely unlawful horror. A significant minority, and growing, are however buying into overtly blaming migrants, brown, black etc. for anything. My family, friends and community are recieving increasingly open comments for being brown, with specific abusive terms. It is getting ugly.

There's some interesting implications here. ICE is well documented as wearing body armor and carrying heavy weaponry. In a planned ambush or head-on attack, an opposing force might be inclined to show up with overwhelming odds and a lot more firepower. It's classic escalation. It would almost certainly be a lethal firefight.
Now that I think about it, regular folks might be inclined to gang-up if they consider themselves under threat. If they're not already.
