He's bragging that Russia told him something. He was feeling butthurt that no one told him about Ukraine's planned drone attack. This is his way of soothing his fragile ego.
The “why” doesn’t even matter at this point. Whether or not he’s actually a Russian asset is inconsequential. All that matters is the fact that he does everything a Russian asset would do.

The issue is that because of nuclear treaties between USA and Russia, Russia is required to park their nuclear bombers out in the open. If USA wants Russia to keep them out in the open, they had to make a good argument.

This reminds me of when they first sent that innocent guy to El Salvador. The dictators of both ES and US were sitting side by side on the Oval Office, being asked by the "media" if they could send the guy back. Each dictator blamed it on the other one - while they were sitting side by side!

Not that I've ever heard of, at least in the area of aviation I deal with. You might 'dock' it at an airport with mechanical ramps, but even then you'd usually just say taxi to the ramp or parking.
