Russian President Vladimir Putin has ordered the conscription of 160,000 into military service.
The decree, which was reported by news agency Interfax and also published on the government website for legal announcements, says conscription applies to all citizens aged between 18 and 30 and covers the period from April to July.
They've been drafting this amount of conscripts twice a year for the last several decades: nothing unusual here, not related to the war - would've happened anyway

Doing this after the report came out yesterday that there has been talk of them testing a NATO country, that would absolutely match your claim of this being saber rattling. It's totally in his best interest to look especially tough right now, more so with Germany showing strong mobilization the past few weeks.
