  You misunderstood the sign. You can't smoke the dog, the dog can do whatever the hell it wants. Smoking cigar is allowed, smoking barefeet dogs not allowed.

So... if you want to smoke your pet inside, be sure it's wearing shoes!
First thing, is for your dog to quit smoking.
Do doggy boots count as shoes? Do socks count? Would a sheep with boots and a cigar be allowed?

  It's an emotional support animal, a programming rubber ducky, and it helps with workouts, since having to run after a sheep burns calories.
My interpretation
Putting out the dog is a reasonable first priority
