My, doubtless incomplete, understanding: GOP has a majority in house and senate. They could pass the spending bill, with out Dems cooperation, at least they did in the House. Trump has said he will veto any part he doesn't like, regardless of what they pass. So getting a majority of GOP house and senate members to agree on something that trump won't just tear apart is made more difficult. House needs a simple majority. And passed a 7week stop-gap bill, 217-212, voting mostly along party lines. Senate needs 60 votes to overcome filibuster. Current Senate is 53R, 45D, and 2 independent. So the bill needs to satisfy some of the Dems requirements to pass the senate, but they Rs aren't feeling terribly inclusive, or helpful. If they actually engaged in politics, and made agreements with Dems that allowed a 60 vote majority the bill would pass. AND anything they passed would be line item vetoed, furthermore those cooperative R senators would likely be primaried out in the next election. So it's damned if you do, and damned if you don't. And of course it's the US citizens who will pay the price for all this fuckery. And the world, alas. Anyone who actually knows, or can explain better, please feel free to correct me.
