Knowing nothing about the way Canadian elections are run, "Nepean riding" sounds like the third novel in a decalogy about teenagers isekai'd to a Narnia-like type of Universe.
So this means that the Edmonton center riding is open. Edmonton's mayor is also going to run for a seat, probably SE Edmonton, as that's where he's held city counsel posts before being the mayor.

In a general election, you vote for your local representative to represent you in parliament.
Ridings are what Canada call their electoral districts. An area in which a member of parliament stands for election.
Nepean is a location in Ottawa. Mark is running for election there.
They amalgamated Nepean into Ottawa, some years ago: they're not separate cities, I don't think, anymore..

Absolutely not I agree with this sentiment.
My main problem with the liberal government is their take on crime & firearm ownership, it’s blatantly obvious 99.9% of gun related homicide in Canada occur from illegal & smuggled firearms from the US, it makes no sense to target licensed PAL/RPAL holders (who receive daily background checks!) with these bans.
Criminals already ignore the law, what’s this going to stop?
