He didn't call her Annika because, unlike Shaw, he treated her with the respect she was due.
Really, it's no different from deadnaming a trans person, and they shouldn't be calling people anything other than the name they wish to be known by in the supposedly more enlightened 24th century.
After all, we have an early TNG episode where Data explains that whole concept to Pulaski. "One is my name, the other is not."
