Sure, it's not "literally" funded by the CIA, but it is "literally" funded by the US federal government
Receiving a grant doesn't mean that they're beholden to the grantor or automatically make their opinions propaganda. That's like saying Mr. Rogers was a propagandist for teaching kids to be kind to one another because PBS receives federal grant money.
I suppose you also believe that RT isn't Russian state propaganda either, for the same reasons.
