Seatbelts tend to be held in with Torx-head bolts. Right bicycle pedals have left-hand-threaded studs. Spanner-screws are a standard you'll find drivers for in any good security or electronics/small-appliance repair set.
Odds aren't that far off that this screw was chosen for their blenders decades ago when this screw-driver was more common, and this one part was never updated as the design ... "evolved".

They didn't have to do anything destructive to "expose" the screw. They were too lazy to find a better way to see the bottom of the hole it was in.
That's a standard spanner-head screw. No welding required. The bits and drivers are not so hard to come by, or make.

Spanner bits are available in sets starting as little as $7. They are anything but "non-standard".

When they were younger, my wife and I basically had to work different shifts, although there were also long stretches where I just worked less(because I had found ways to make good money like so). Once they turned 6 years old, Boys & Girls Club was a lifesaver. During the summer, the kids actually prefered to go there on days we didn't have anything fun planned(nor $$$ for activities).
Funny thing about those "unsuitable" people you've described: when they don't get rewarded, and increasingly so for attention seeking behaviors, they find other outlets.

I haven't done drugs in literal decades and have a very loose relationship with the 5-second rule, so the idea of having a problem with floor drugs, specifically, amuses me greatly.
My stance on floor drugs is akin to Angel Dust off Hazbin Hotel: "You think I can't tell my drink is being spiked? Its what I come here for!!"
