I take this opportunity to remind people that the phrase is "A few bad apples ruins the bunch."
Whenever someone handwaves these situations with the "few bad apples" line as a defense, it makes me cringe. I don't see it much here used without sarcasm though.

Not surprising. This is the state where the president of the police union was a known child rapist for almost 30 years and all the governor and oversight committees covered it up.
