- He's not laying off DHS. Or the Pentagon. He's certainly not cutting the spending to friendly military contractors.

Pointless. He’s either bluffing, or “threatening” to do something he was planning on doing anyway… but now he can blame Democrats.
This is a hostage situation where the administration plans on taking out the hostages even if the ransom is paid.
