You mean the lack of decent dental healthcare. Most EU countries do not flouridate their water and we are just fine. Our toothpaste is fluoridated by the way, so it's by no means a stand against fluoride itself.
Judging by how people respond to this subject it's a hot take, but fluoridation should never be a substitute for brushing and regular affordable checkups if you ask me.
