In my letters to places, recently, regarding this topic I compared the potential of US hardware to that of John Deere, Apple, or Xerox. It does not mater if you have bought the hardware they still have control over most of it.
I would not include "a pause in officer exchanges" among the helpful means to push back. If we start disentangling ourselves culturally, it'll be the death knell of any civilian resistance to outright war.

Beyond decoupling from US military, having good enough relations with China that they don't tariff us too is good for Canada. War on Russia is not profitable.
