For context: Quark's employees are on strike. Worf intends to visit Quark's anyways, which Bashir and O'Brien take as strikebreaking, resulting in a brawl between the three, ending with them being taken into security custody.
It wasn't a brawl. It was a difference of opinion and towards the end maybe there was a bit of shoving.
