Unlike civilians, police officers mostly likely aren't breaking the law by using their phone behind the wheel — something legal and law enforcement experts find troubling.
What are they gonna do… arrest themselves?
I’m sure they’ll be fine with someone conducting a citizen’s arrest.
Wouldn’t work here
First they would have to attempt notifying police (this guy) of the offence
Then if nothing happens the citizen can arrest him in the act
However it’s not a criminal act unless it was dangerous driving. Distracted driving (eating, drinking, using the phone) are not severe enough for this
