Did Russia think the ship wouldn't be intercepted or something? Seems odd to burn this ship to cut that cable.
I think it's more of a 'poke the bear' scenario at this point.

They had the attention already. They just want to see how far they can go now.
The last one got away with it not long ago, although I believe that one was owned by China. Guess they thought it was the perfect time to go for another.
