I worked at a company with about 1000 people at our location... I never saw anyone get off the bus to come to work(there was a bus stop infront of the building and on the side) and on good weather days maybe 3 or 4 bikes there... Everyone else drove.

Maybe while I have the document open but once I save it delete it since I confirmed I want the black boxes.
Or maybe have a "redact" function in addition to the highlighter to handle this situation. In that case highlight the text, click redact, text is deleted, and a black box replaced it(plus ensures the box is right size, I imagine with a box not covering say the bottom few pixels of a piece of text you could analyze and likely determine what is under the box).
I agree but wouldn't limit it to government... Any organization. To get any real savings you need domain knowledge though. You need to know that the organization spends a lot of money on bits that break every day or two but if you reduced the feed rate and spin rate a bit should last a month easy.
You need to know that you have engineers spending up to 4 hours a week each to read a spread sheet and then write it on erasable boards for "management review" when it could be replaced by a TV where they project the spreadsheets or better yet a teams meeting where they share their screen.
You need to know that if you pay for laptops or a tablet and a systen for your mobile team members to enter information rather than a paper notebook and expect them to bring their own pen, you reduce errors, reduce their time required per task, have more data to analyze for even further savings in the future.
You need to know what actually takes times and money and how to correct that. You can't have that domain knowledge fore every government agency. Yes some things are universal but most of the big ones are specific.
Hell in a lot of cases, look at shipping cost. Can we do some predictive analysis and tracking so we don't need so much overnight delivery? For a lot of stuff, set a minimal amount in stock(say average amount you use in 2 weeks) and change the shipping from sameday/overnight to standard ground(typically 3-7 days).

What's funny is in my experience in the USA it's not that there are not busses but they take SOO much longer. I had a job that was 2.8 miles away. It took 7 or 8 minutes to drive there(depending on if you hit the one traffic light on red). Theres a bus stop outside the company. There's a bus stop on the corner of my complex. I looked up on the bus provider website how long it would take...9 hours each way.
Years ago I was living in a different state, a friend was throwing a new years party in his college house and invited me. His college was 3 hours away. I thought about just taking a bus since obviously we would be drinking. I checked the bus schedule... It would take 2.5 days with 4 change overs each way.
I ended up just crashing on his couch and drove home after I recovered from the hang over.
Its just not feasible to take buses here due to how long they take.
