I did read the article and indeed the content is about what you say. On the other hand, I don't know if titling this as "Canada might be the second election Trump wins in six months" is an attempt at sarcasm, click-bait or spin (pretending not to know the number of people who will only ever read the title). prompt engineering does require skills. It's just that, rightly or not, they are now seen by companies as foundational skills for a lot of jobs and worth investing in training for most employees (rather than hiring a team of prompt specialists).
