I don't think other countries are insulted, as much as they find it ridiculous, and to be ridiculed, I think they're going to do some inventive chaos. People justify their own behaviour and responses, they build justification for why *it's ok when I do it because.. *. People with narcissistic personality disorders and the such, who do very bad things, perpetually see themselves as in the right, to a delusional extent.
