I haven't followed Korean politics since the nineties, so I can offer no opinion on that assertion. I can most certainly see somebody with those characteristics ascending to the Korean presidency though. I've no reason to doubt you.
There's been a huge increase in Feminism as SK culture has globalized, and a huge reactionary increase in anti-feminism as a consequence. Yoon rose to power specifically targeting women and disabled people, riding the incel wave and cutting women's programs.
