Three men and a girl died in ACT waterways between October 2020 and January 2022.
Coroner Paula Russell found all four died of accidental drowning with little understanding of the dangers.
The ACT government has indicated there will be a renewed focus on adult swimming skills, particularly for culturally and linguistically diverse Canberrans.
