The procurement department has stated that Boeing's off-the-shelf reconnaissance plane is the only one available that meets Royal Canadian Air Force requirements.

Aye, and if my mother had wheels, she'd be a wagon.
- Gee and if Avro just weren't bankrupted it could make a plane that beats anything on the market.
  
  Avro planes were always middling at best.
  Buying P-8s makes a lot of sense - they're already operated by many other countries and are new enough to have a long life ahead of them but have been around enough to be a proven platform.
