Not a lawyer but I don't see any legal obstacles as long as they only use the footage and nothing else from the original film. Put a different name on it too.
Morally though, it's funny but also a complete cash-grab.

Apparently he's in the Carolinas these days.
They could add in some new ways he spent the time. Like the pool hall deleted scene that conveys how long he was in the loop.
Or just insert a few scenes with Bill Murray and Annie McDowell at the age they are now, to show how long he was stuck in there.
