I think our priorities are entirely reasonable once we actually dig our way down to them. The problem is they've been buried under so many layers of late-stage capitalism bullshit you need an open pit mine to get to them. Nobody in our society went to the government and demanded "we need more business analysts in healthcare!" except for the crooks who are busy pouring bullshit all over everything to disguise the fact that they're robbing everybody else blind once we get driven away by the smell.
After reading the job descriptions it appears that a Senior Business Analyst is a hard to fill role with specific expertise. It requires experience, a bachelor's degree, and a professional designation (CPA).
The PSW requires less credentials (1 to 2 years of schooling, not as much experience). It may be seen as easier to fill or more candidates available. If PSWs are unionized then the wage would have been negotiated as well.
The wages may have been determined by using market research data (aka competitive wage for the job in the region, province with respect to cost of living, etc), and based on lots of other factors.
This is not to say the PSW doesn't deserve to be paid more.
I mean I see a number of factors that contribute to this that arent ridiculous.
4yr post secondary degree vs 1 yr post secondary degree. Cost and lost wages for the extra years means I'd expect most 4yr degrees to earn more than jobs without that requirement.
Fix: eliminate university costs is a good first step. That'd reduce some of the burden of school/lost cost opportunity.
That position is a senior role. The job posting sounds like the role is largely required to analyze and make decisions for the company. The PSW role doesn't generally have a lot of decisions to be made. Generally, the more decisions and responsibility a role needs, the more it should pay.
The position requires a professional accounting designation, unlike the PSW role which doesn't require any. This represents additional standards and requirements they needed to meet and maintain.
A better example is a senior RN vs the senior BA, which are both paid similarly (See ONA agreements which show $50/hr for 5-yr experience RN).
