I have trouble believing that and I have trouble believing that.

Am I supposed to think this is a good thing? How about instead of "scales back" it's "stops"?
They are scaling it back... Aka, they still gonna bomb Gaza
Why? If the mob boss orders you to stop, you stop. Nothing different.
Also “scaling back” isn’t the same as stopping.
