What are the tattoos on the backs of this guy's hands?

In a video talking about Trump renaming Department of Defense to Department of War, the guy taking down the Defense sign has tattoos, but specifically these circular ones on both the backs of his hands. I reckon they have some sort of context behind them but are they nahtzee/racist contexts?
