Did they seriously call the unit the "legitimization cell"?
These folks are well beyond the "are we the baddies?" stage at this point.
Like many modern despot leaders, they start with a desired outcome, then work back until they prove that outcome. If they can't prove it, they make up proof.
- Dubya did exactly that with Iran and the WMD bullshit.
