They estimate the cost at just over a billion Euro. This is the southern Italy and Sicilly region, where the Mafia is strong and has it's fingers basically in everything. It would be very surprising if they would not participate in and profiting from it.
In the end, it will take at least thrice the time, and cost ten times as much. Most of which will find a way towards N'drageta coffers.

Not as visible so harder to know, but AFAIK the short answer is yes. I believe they behave more like 'regular' organised crime nowadays because there is a bigger target on their back, but they also make more money frauding the government nowadays. Also a lot of eu money stolen. Applying for agriculture subsidies on land they don't even own for example.
