Isn't Smokey a forest ranger? Cause I think they are cops at least some of them.
There are two kinds of rangers, the tour guide kind and the police kind. NPS and USFS both have their own law enforcement departments. You can identify them because they have the police-style badge, while the tour guide kind have smaller or no badges.
Smokey doesn't wear any badge (or any shirt, for that matter) so I assume he is not the police kind.
