  • This isn't rejecting the cuts, it is trying to recover from the cuts.

    While funding through a separate bill is better than nothing, splitting out different programs from the few major spending bills to make them easier to obstruct in the long term has been a Republican strategy for a long time. Fairly certain this bill is vulnerable to the filibuster.
