The Senate voted 51 to 50 to pass President Trump’s sweeping domestic policy package.

Three Republicans voted "No." Thom Tillis, Susan Collins, and Rand Paul. All 47 Dems voted no, and the rest of the GOP voted yes.
Presumably it was carefully calculated so that this bill would still pass as long as Vance cast the deciding vote.
