Picard is Kellogg.
He’s part synth since he has borg parts and a fake heart just like Kellogg. Also he is super old just like Kellogg (Kellogg is 108 in FO4, JL is 94 when he gets a full synth body just like Curie’s). Also they both suffer from male pattern baldness.
