Not sure what breed that is, but it looks like a rather cruel existence.
That's because it's running low on uranium!
Bloodhound probably. They just kinda look like that.
Edit: that said, I don't think I've ever seen a bloodhound that droopy. I hope that's a natural variation in their droopiness and not something people are breeding for.
