It's only cyberpunk if there is a working power grid and network connectivity. Otherwise it's just sparkling Mad Max. And Canada has some ideas about our access to electricity.
I'm 'lucky' my state makes its own electricity. (Mostly not fuel dependent either, so don't need other states.)
