It's limited so it can be driven using a scooter license. In many European countries you can get this license at age 16. It is also often easier and cheaper to get, but it limits your vehicles max speed to 45 km/h.

Any vehicle I can't carry up a flight of stairs is too big
So, technically, if you were built different, and I know it's very different to a car, you'd be happy with a motorbike?
Go to the gym and start being able to lift 350kg. Join the bike life. It's a thrill.
I ride an EUC. Love it when a motorcyclist sees me and pops a wheelie in response. Motorcycles are allies in the fight against cars.
