Incorrect. He totally understands the sign. The sign may have encouraged him more.
Its a picture of a cat with a line though, which on its own means "no cat". But then they wrote NO at the top, it's a double negative and the cat is smart enough and pedantic enough to point that out.
Ah....
Ackshually, it looks like he's just now entering the room. Prior to this photograph, he was violating the room's strict "no no cat" policy with his absence.
And even if he could read it, he wouldn't give a fuck. He's a cat.
The sign clearly states black cats with white faces. So no rules were broken.
But even if the sign was correct AFAIK cats, they would not give a shit and do what they want anyway 🤣
