They were very effectivelly counting the deaths as the dead arrived or people died at the hospitals. (And this is also why the dead that were never dug out from under the rubble were not counted and hence the number was already believe to significantly underestimate the real total of deaths).

Israel blew up the hospitals so the counting of deaths pretty much stopped.
