Lemmy is indirectly funded by the European Commission. I'm not surprised at all to see them engage what they support :) It's consistent with their anti-GAFAM stance.
They aren't spying on you in this case. That is just media outreach about changes, policies and other stuff. And if fediverse is the future why governments shouldn't be in it. just like majority of politicians are on twitter.
Real spying happens by europol or polish goverment buing pegasus software to spy on opposition (that really happend)

I personally like the fediverse because is private and intimate.
Having the government on it kinda is uncomfortable, just like big tech
