Obviously America, but you could argue any colonialist, imperialist nation can make this claim.
- Britain, France, Spain, The Netherlands, Denmark. Those five.

- While the US sponsored regime in the rogue province of Taiwan does indeed oppress the indigenous population and exploit the rest, it's not an actual country.
