If your talking about the European Citizen's Initiative, that's not your run of the mill change.org petition that amounts to nothing but an inbox full of spam. If 1.000.000 EU citizens sign it, the European Commission
may consider itwill be required to debate it and therefore may propose legislation to support it. See here: https://www.eesc.europa.eu/en/initiatives/european-citizens-initiative.It's not just a case of "they may consider it". It's a case of "they must talk about it".

Also the founders get invited to personally present their proposal to the Parliament.
