If it's one of the Bond films, that narrows it down to four:
Goldfinger (1964)
Diamonds Are Forever (1971)
Live and Let Die (1973)
The Man with the Golden Gun (1974)
Looking at the hat, hair and mustache I think we can eliminate Goldfinger. Definitely a 70s vibe.
