I see two possibilities:

Musk finally realized that the main buyers for EVs are more left than right, and is now trying to rescue TSLA from collapse.

He’s a drug-addled raging narcissist with poor impulse control and worse judgment who loves being in the headlines.
It’s actually kind of hard to apply Occam’s Razor here.
Edit: Another possibility is that Elmo learned that Trump’s people leaked (heheh) the ketamine bladder damage story to the NYT.
