Pull the plug out, or if you're like me. Attach a lamp chord switch to the chord of the monitor and just turn it off that way. Can't turn itself on if it doesn't have any power.
Use the power button?
If we're talking about a monitor which keeps turning itself on or eliminating vampire loads from standby mode, that isn't going to help is it?
Monitors only* turn themselves back on if they're not explicitly turned off using the power button. Also, vampire loads aren't really a thing anymore. You can't even save $1 a year that way on any halfway modern monitor.
* That is unless they're really truly broken.
