  • hmm I could be wrong but I think they did in 2014, this MoA article on Feb 17, 2022 from the buildup series quotes an AP piece:

    In April 2014, Russia-backed rebels seized government buildings in the Donetsk and Luhansk regions, proclaimed the creation of ā€œpeopleā€™s republicsā€ there and battled Ukrainian troops and volunteer battalions.
