I'd like to propose that many of these states (left leaning ones near the bottom) would be lower if it weren't for visitors from the others. My thought was; you get to keep anything up to a billion every year. Everything over that goes into a public fund, that fund gets named after who put the most in, they get their name on the bills that come out, those bills (same as green backs) get paid to community projects, workers, infrastructure maintenance, and the billionaires get to put their names on it
