It's easy to run two GPUs for SD, but honestly I'd just directly get the RTX 4060 Ti 16 GB when it comes out if you are able to put it off till it releases.
The CPU looks fine to me, honestly latest architectures are all so much better than even a few generations ago I don't think you should have any problems with at least 6 performance cores for Stable Diffusion.
For compatibility issues I'd just go by whatever PC Part Picker tells you, it's pretty well designed for that.
Right now SSDs are very inexpensive so I'd consider going for larger or even multiple SSDs if you can afford it, SD resources take a lot of space and can really benefit from fast load speeds.
