So I think it has much more to do with the timing of his attempt that mattered. Had he just waited with everyone else it wouldn't have been such an intense competition

They have a certain amount of time with this vote to actually do anything with it. The timing of this vote will allow them to negotiate over the summer with the mandate in their back pocket and have the actual strike potentially be in the fall as school is supposed to be coming back.

They do it now because it becomes really hard to organize a vote as soon as summer hits.
