I didn't even see that "from your hand" clause and already thought it was pretty good.

I can see Blue instant speed + plotting being horrible to play against. Handy that instants and plot have anti-synergy.

Getting strong Sarulf's packmate vibes here.

But will coming down a turn later make it much worse?

At this point I'm sure you could.

You'd have to allow the lands though, I don't think there's close to enough of them and there're your basic resource for play.

Generally better, I think.

There are more artifact creatures you'll want to kill than outlaws. But a mix is probably best.

Cancel with set mechanic.
Divination with upsides.
